Backward Regions Grant Fund (BRGF)

The Backward Regions Grant Fund (BRGF) is designed to redress imbalances in development. The Fund will provide financial resources for supplementing and converging existing development inflows into identified districts. The districts are :-

  3. Amravati
  4. Bhandara
  5. Chandrapur
  6. Dhule
  7. Gadchiroli
  8. Gondia
  9. Hingoli
  10. Nanded
  11. Nandurbar
  12. Yavatmal
YASHADA has been appointed as the Nodal Agency for Maharashtra to implement Capacity Building Programme and impart training to the Elected Representatives (ERs) of Zilla Parishads (ZPs), Panchayat Samitis (PS) and Gram Panchayats (GPs) and all the officials associated with the Panchayati Raj Institutions (PRIs) at district level, block level and Gram Panchayat (GP) level in the BRGF districts.

The total number of ERs and officials of PRI to be trained in this programme is about 1.10 lakh, of which the number of persons to be trained at GP level is about 1.04 lakh.

Content of National Capacity Building Framework (NCBF)

Theme-1 :
Building the right mindset for implementation of Panchayati Raj and learning basic functions.

(a) Foundation Course - to all ERs and officials.
(b) Basic Functional Course - to all ERs and officials.
(c) Functional Literacy Course - to all illiterates and semi-literates.

Theme-2 :
Basic skill building for planning and implementation

(a) Sectorally focused for Planning and Implementation (for all ERs and officials)
(b) Building ICT skills (two persons per Panchayat)
(c) Consultation through interaction and networking.

Theme-3 :
Consultation through interaction and networking

(a) Gramsabha level campaign (at least once a year)
(b) Panchayati Raj TV channels and radio programmes (state coverage)
(c) Panchayati Raj Newsletter (monthly to all Panchayat members)
(d) Formation of network of all Elected Representatives (ERs).
(e) Yearly Refreshers Courses (once in a year for remaining three years).
(f) Visits to identified beacon Panchayats (exposure visits in a year to all Office Bearers)
(g) Strengthening intermediate panchayat level recourse centers (all 126 Panchayat Samitis).
(h) Toll-free Helpline (1800-233-3456)
(i) Cerfiticate Course in Panchayati Raj (six months duration)
(j) Use of Akashwani and Doordarshan for awareness programmes.
